Three Google Play appeals, 1,000 characters each.
Google's appeal form for a terminated developer account stops at 1,000 characters. Below are three complete sample appeals that fit it, one for each of the three common termination notices. The developers, apps and account numbers are invented. A real appeal is written only from your own notice, your Play Console pages and your answers.

What every one of them does
Names the account ID and the notice's exact words. Answers the related-account question without being asked. Names one likely cause and one fix, with a date and a build number. Asks for a human review in one sentence. None of them says “I did nothing wrong”, because that answers nothing the reviewer is checking.
Reason 1 · “high-risk behaviour” (prior violations or associated accounts)
Northline Apps, an invented one-app developer · sample · 992 / 1,000 characters
Appeal · sample · high-risk behaviour
Developer account ID ending 3529 (Northline Apps) was terminated on 6 August 2026 for “high-risk behaviour”. I ask for a human review on these facts. Related accounts: this is the only Play developer account I have ever owned, used or helped run. No shared payment method, device, phone number or address with any other account. The $25 fee was paid from my own card; the cardholder name differed from my profile only because the profile used my middle name, now corrected. The app: Tidelog, a tide-table app, one build (v1.0.3), closed testing from 18 July to 3 August with 14 opted-in testers, then production access requested. Likely cause and fix: v1.0.3 requested READ_SMS to read a one-time code. That permission was removed on 9 August; v1.0.4 uses the SMS Retriever API and requests no sensitive permissions. The Data safety form was updated to match. I accept the policies and will keep the account to this one app. Please reinstate the account or tell me which policy still applies.
Why it works. Names the account, the date and the exact words of the notice. Answers the related-account question before it is asked, with the one awkward fact (the card name) explained. Gives one likely cause, one fix, a date and a build number. Ends with a single ask.
Reason 2 · “associated with a previously terminated account”
Marram Studio, an invented two-person studio · sample · 940 / 1,000 characters
Appeal · sample · associated account
Developer account ID ending 8140 (Marram Studio) was terminated on 12 September 2026 as associated with a previously terminated account. I ask for a human review. The association I can identify: my former contractor, J. Reyes, had a developer account terminated in 2025. Between March and June 2026 he had Play Console access as an Admin on my account and signed in from his own laptop on my studio's Wi-Fi. He has never been an owner, has had no access since 14 June 2026, and no payment method, phone number or company registration is shared with him or his account. I own 100% of Marram Studio Ltd (company number on file). My two apps, Marram Notes and Marram Timer, have no policy strikes. I did not know his account had been terminated when I added him, and I accept that I should have checked. There is no other account linked to me. Please reinstate the account; I will keep access to owners only and confirm it in writing if asked.
Why it works. The reviewer already knows there is a link, so the appeal names it first instead of denying it. It separates access from ownership with dates, states what is not shared, owns the mistake in one sentence, and gives a concrete change (owners only) rather than a promise to be good.
Reason 3 · a named policy (here, Deceptive Behaviour: misleading claims in the listing)
Bright Owl Learning, an invented education developer · sample · 981 / 1,000 characters
Appeal · sample · a named policy
Developer account ID ending 2217 (Bright Owl Learning) was terminated on 2 October 2026 for repeated violations of the Deceptive Behaviour policy after two rejections of Owl Phonics (v2.3, 9 Sept; v2.4, 24 Sept). I ask for a human review. What was wrong: the listing's screenshots showed a “Teacher approved” badge and a “#1 phonics app” caption that I could not substantiate, and v2.4 changed the screenshots but kept the caption. I understand that the second rejection counted as a repeat. What is fixed, as of 4 October: all eight screenshots replaced with plain in-app captures, no badges, no ranking claims; both descriptions rewritten to name only features in the app; the promo video removed. The new assets are in the draft listing and I can email them. This is my only developer account; no other person, card or device is linked to it. Please reinstate the account so I can submit v2.5. I accept the policies and will check each listing change against them before upload.
Why it works. When Google names the policy, the appeal names it back and says exactly what broke it, build by build. It accepts that the repeat counted, lists the fix as a checklist with a date, and offers the evidence. The related-account answer is still there, in one sentence, because the form reads it every time.
The full deliverable
An appeal is one of five parts. The order also brings the policy diagnosis, an evidence map (which screenshots and emails to have ready), the related-account check and a what-not-to-do list. Read the whole sample for the high-risk case, start to finish.

Questions
What should a Google Play developer account appeal say?
Four things, in this order: the account ID and the notice's exact words; the related-account facts, even if nobody asked; the policy you most likely tripped and the fix, with a date and a build number; and one plain ask for a human review. Leave out anger, your months of work and any threat.
How long can a Google Play appeal be?
Google's appeal form for a terminated developer account stops at 1,000 characters, spaces included. Each sample on this page fits. Write the ask near the top, because the end is what gets cut when you paste a longer draft.
Can I open a new developer account after a termination?
No. Google's policy says a terminated developer may not open a new account, and it links accounts by payment method, device, phone number, address and people. A new account is usually terminated too and makes the appeal harder. Appeal the account you have.
How many times can I appeal a Google Play termination?
Google lets you submit the appeal form once per termination and may not answer a repeat. Treat the first appeal as the only one: complete, calm and inside the character limit.
Is Google's appeal free?
Yes. Google charges nothing to appeal, and no company can reinstate an account for you. We write the appeal from your facts for $59; you paste it into Google's own form and submit it yourself.
Samples only. The three developers, their apps and the account numbers are invented for this page; no real appeal appears here. Google decides and its appeal is free; nothing here is legal advice. Not affiliated with Google or Google Play.
